Garou is a formidable opponent with excellent strength, speed, and combat skills. His whirlwind iron cutting fist and cross fang dragon slayer fist are both incredibly powerful techniques, and his monster calamity fist can only be used when he is in his monstrous or comic form, which will increase his stats. On the other hand, Sonic's power and speed are impressive, but his guard is low, so he can easily be defeated by Garou's attacks. Even though Sonic can increase his guard with his allies Tails and Knuckles, he is fighting alone, so Garou takes the win.
