Papyrus doesn't want to fight, he believes you'll do the right thing and accept his offer as a mentor to be better. if you kill papyrus your character lives with the guilt they killed this innocent person for no reason, if papyrus is spared they become friends, papyrus wins if the opponent spares him. most people can't bring themselves to kill papyrus
